Here is a link from Department of Health regarding Instructions for Sending Diagnostic Specimens for Serological Testing for West Nile and Related Arbovirus.

In it, it states that "West Nile Virus IgM antibody may remain for more than one year" so perhaps it is not uncommon.

It is difficult for our immune system to fight because WNV is good at hiding inside cells.

Here is another data point in the form of a published study (I think by CDC) showing the Persistence of Virus-Reactive Serum and West Nile Virus focused on IGM.

Here is a small excerp from the study..."after 300-400 days after onset, 43% of the participants were WNV-reactive IgM-positive"
